RESOLUTION NO. 2003-3222

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI SPRINGS AUTHORIZING THE CITY’S APPLICATION FOR A MATCHING GRANT FROM THE MIAMI-DADE COUNTY METROPOLITAN PLANNING ORGANIZATION’S TRANSPORTATION ENHANCEMENT PROGRAM FOR THE INSTALLATION OF LIGHTING ALONG THE MIAMI SPRINGS BIKE PATHS; AUTHORIZING THE AMENDMENT OF THE CITY’S BUDGET TO PROVIDE THE REQUESTED GRANT MATCH FUNDING; EFFECTIVE DATE.

 

 

WHEREAS, the City Council of the City of Miami Springs, at its regular meeting of February 12, 2001, provided direction to Administration regarding the installation of lighting along the City bike paths; and,

WHEREAS, the City desires to enhance its existing facilities for pedestrians and bicyclists, to expand the accessibility of these existing facilities into the evening hours and to provide safety features for these facilities; and,

WHEREAS, the City has also considered the installation of benches and landscaping identification plates if sufficient additional funding could be secured; and,

WHEREAS, the Miami-Dade County Metropolitan Planning Organization’s

Transportation Enhancement Program provides matching grant opportunities to qualified governmental programs which are intended for the development of “non-traditional” transportation projects including bicycle and pedestrian facilities; and,

WHEREAS, the City is desirous of applying for this grant that will provide the City with up to $1,000,000, provided that the City has the resources to match at least ten percent (10%) of the approved amount of grant funds provided; and,

WHEREAS, although the City has not budgeted funds to match the aforesaid grant award for the provision of lighting for the bike paths in its current budget, the City’s budget, either presently or in the future, could be amended to provide the required matching funds; and,

WHEREAS, the City has previously participated in a grant program similar to the one being proposed and has successfully completed both the project and the program as proposed in its initial application to the grant authority:

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI SPRINGS, FLORIDA:

 

Section 1: That the City Council of the City of Miami Springs hereby authorizes the proper officers, officials and representatives of the City to apply for a matching grant of up to $1,000,000 from the Miami-Dade County Metropolitan Planning Organization’s Transportation Enhancement Program for the installation of lighting for all or part of the City’s bike paths and, possibly, benches and landscaping identification plates along the bike paths, as funding permits.

Section 2: That the City Council of the City of Miami Springs hereby authorizes the amendment of the City’s budget, either presently or in the future, to provide the matching grant funds of up to $100,000 that may be required upon the approval of the City’s grant application as previously described herein.

            Section 3: That the provisions of this Resolution shall become effective immediately upon adoption.

 

 PASSED AND ADOPTED by the City Council of the City of Miami Springs, Florida, this 12th day of May, 2003.

The motion to adopt the foregoing resolution was offered by Councilman Pacheco, seconded by Councilman Youngs, and on roll call the following vote ensued:
