RESOLUTION NO. 2003-3213
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI SPRINGS URGING THE STATE LEGISLATURE TO REINSTATE FUNDING FOR THE STATE LIBRARY OF FLORIDA IN THE 2004 BUDGET AND TO MAINTAIN THE STATE LIBRARY AS A COHESIVE UNIT FOR THE BENEFIT OF ALL CITIZENS OF THE STATE OF FLORIDA; EFFECTIVE DATE
WHEREAS, The State Library of Florida, since its founding in 1845 when Florida became a state, has been a leader among state libraries in providing quality services; and,
WHEREAS, Florida is one of ten states in the nation that house all their library, archive and record-keeping functions under one agency in order that citizens may have convenient access to these valuable cultural, educational and historical records and information; and,
WHEREAS, The State Library of Florida has won nearly thirty productivity awards in the past dozen years from Florida Tax Watch “for doing an innovative job of providing a one-stop center for information about state history”; and,
WHEREAS, The State Library provides leadership and services to public libraries through an interlibrary loan program for hard-to-find books, professional training programs, the FloridaMemoray.com Internet Archive, the legislative library, the document repository for voters’ information about their government, and the statewide electronic library; and,
WHEREAS, The State Library of Florida is a leader and facilitator for the statewide children’s Summer Reading; and,
WHEREAS, The State Library of Florida supports family literacy and reading programs including the “Read Across Florida” program which is designed to promote reading about Florida by the entire family; and,
WHEREAS, The State Library of Florida has actively assisted public libraries in enhancing library services and through cost-saving resource sharing; and,
WHEREAS, Governor Jeb Bush’s 2004 proposed budget calls for the elimination of The Florida State Library and the dispersal of its collections:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI SPRINGS, FLORIDA:
Section 1: That the City Council of the City of Miami Springs urges the State Legislature to reinstate funding for The State Library of Florida in the 2004 Budget and maintain the State Library as a cohesive unit for the benefit of all citizens of the State of Florida.
Section 2: That the City Clerk is hereby directed to transmit copies of this Resolution to the Florida Governor, Florida Secretary of State and State Legislature.
Section 3: That this Resolution shall take effect immediately upon passage.
PASSED AND ADOPTED by the City Council of the City of Miami Springs, Florida, this 24th day of February, 2003.
The motion to adopt the foregoing resolution was offered by Councilwoman Fulton, seconded by Councilman Caudle, and on roll call the following vote ensued:
